Devolution
Devolution generally refers to the powers devolved to the Scottish government after the creation of the Scottish Parliament in 1999. The history of devolution however stretches back to 1926 with the creation of the Scottish Office and the post of Secretary of State for Scotland back in 1885. The divergence between Scotland and the England politically has illustrated the limitations of devolution and there is a general realisation that it can never meet the aspirations of Scots to run their own affairs.
