The "wee, pretendy parliament" as described by Billy Connolly. With limited powers and particularly the important ones like tax-raising ability it's hard for Holyrood not to shake off the image that it's just another layer of bureaucracy designed to frustrate the will of the Scottish people by tying them down with devolution and so blunt their appetite for independence.
